Abdallah was born in [[Domoni]], on the island of [[Anjouan]].{{Fact|date=February 2007}} He began participating in the government in the 1940s, while the Comoros were still part of [[France]]. He was the President of the general council from 1949 until 1953, and was the chairman of the chamber of deputies during 1970.{{Fact|date=February 2007}}

Abdallah, (who had been living in exile [[Paris]], France) staged a coup against Soilih in 1978 with the help of mercenary [[Bob Denard]].<ref name="nationsencyclopedia-history"/> After [[Said Atthoumani]] had served as "Chairman of the Politico-Military Directorate" for ten days, Abdallah and [[Mohamed Ahmed]] assumed the titles of "Co-Chairmen of the Politico-Military Directorate."<ref name="ws">{{cite web| url = http://www.worldstatesmen.org/Comoros.html| title = Comoros| accessdate = 2006-12-29| last = Cahoon | first = Benjamin M| publisher = Worldstatesmen.org}}</ref> On July 22, their titles were changed to "Co-Chairmen of the Directorate," and on October 3, Abdallah became the lone chair.<ref name="ws"/>
