Not at all speculation. The actress is clearly not Australian and makes no attempt to mimic an Australian accent

Plot summary
Detectives Goren and Eames track a young Asian jewel thief who murdered her accomplice. Then, discover that the clever larcenies are the brainchild of her lover, Nicole Wallace, Goren's murderous and long-standing nemesis.
As the detectives delve into the personal and working relationships between the two women, they uncover a plot to cause the death of Wallace's ex-husband, the only person who can lead them to evidence of the very first murder Wallace committed.
When Goren is prompted to interrogate Wallace, he discovers a horrifying secret from her past that could allow him to finally close the book on his lethal adversary.

Trivia
*This episode was first aired with two different endings. The East Coast watched the ending in which Nicole Wallace lived and the West Coast watched the ending in which she died. After the episode aired, viewers were encouraged to vote on NBC's website, where they could view both endings. Viewers voted to let her live, and thus the episode in which Wallace lives is considered the only official version by NBC.
*The episode title can be interpreted to mean two different things:
:1. Is most likely a reference to the Great Barrier Reef, which shares certain similarities with Nicole Wallace because (a) both are represented to be Australian; (b) the Brisbane police report had indicated that her child had been washed to sea on North Stradbroke Island, although this is some hundreds of kilometres from the southern extremity of the Great Barrier Reef, and (c) beneath the surface of their beauty lies extreme danger.
:2. Could also refer to the great barrier with divides life and death, which is fitting considering that Wallace's life was placed in the hands of the viewers.
*Wallace's manner of speaking English is nothing at all like an Australian accent, though no plot details refer to the character actually not being an Australian. On the other hand, actor D'Onofrio has lived for an extended period in Sydney and would have been able to provide expert advice on such matters: D'Abo is likely to have been hired entirely out of ignorance on the part of the casting director. However, it may provide an element of ambiguous complexity that can be further explored in another episode. One possible explanation is that the character has so reinvented herself as to take on a supposedly Oxonian accent appropriate to her identity in her first appearance.
Quotes
Goren: Evil, Nicole, is also unrelenting in its pursuits.

Wallace: Who helped you concoct this theory, your mother?

Goren: So is that what this girl's for? To offer you a chance to exercise your maternal yearnings?
Wallace: And why not? Adopting Asian children is all the rage, Bobby. They're practically fashion accessories.
