The Centre began in 1984 as a language specialist research and development establishment dedicated to providing students with the opportunity to learn or improve their mastery the English Language. == Biography == Villanueva was born in [[Singapore]] and received three [[Doctorate|Ph. D's]], one in Psycholinguistics, one in English Language and one in Creative Writing/Humanities from the [[school accreditation|unaccredited]] [[Pacific Western University]] in the [[United States]]. After he received his Masters, James Villanueva taught for the Education Department of Singapore, where he later became a principal. After serving in the [[Malaysia|Malayan]] Royal Naval Reserve, he worked as the Director of Language Studies for the Adult Education Board (1969-1975) and later as a senior lecturer in the English Department of the [[National University of Singapore]] (1976-1983).
